Its a good idea, but really, heres the problem. In this server, the last Dragonborn is dead, and only the admins are Greybeards, the only people who know the various Thu'um/Dragon language. Unless the admins allow people to go through vigorous training to learn Words of Power, I doubt a plugin that allows Unrelenting Force to be used will exist on the server.

You know, in the skyrim universe people besides the Greybeards can use Thu'um, not many as it requires some training but I dont really see it being that hard for the admins to make up some kind of quest or jobs people have to do to be able to use it.
